Advice : Mayor Haggar has very good stats AND has a great ability that can turn the tide of a fight if you're being outnumbered. Activate his ability (which doesn't KO anyone) before you send in your new card. While not as powerful as Akari (P)'s, Haggar is much more survivable. The Mayor-slash-Saturday Night Slam Master also helps Lariat buddy Zang-O and Final Fight 2 partner Maki.
